Parliamentary Group of the Verkhovna Rada of Ukraine on Inter-Parliamentary Relations with the United States of America
(U.S. Caucus of the Parliament of Ukraine)
The United States and Ukraine have a long history of bilateral parliamentary relationships. The first U.S. Caucus of the Parliament of Ukraine was formed in mid-1990s and since then both countries have been demonstrating mutual commitment to strengthening this relationship.
The current U.S. Caucus of the Parliament of Ukraine consists of over 140 Members of Parliament (see members) who represent different factions and groups and is co-chaired by Members of Parliament of Ukraine Viktor Halasiuk (Radical Party of Ukraine) and Viktor Chumak (non-affiliated).
The main goal of the U.S. Caucus of the Parliament of Ukraine is to further the strong U.S.-Ukraine ties, advance mutual political dialogue, reinforce existing economic ties, open new business cooperation opportunities and support Ukraine's integration into the Euro-Atlantic community while following the principles of the rule of law, democracy and market-oriented economy.
The U.S. Caucus adopted the following priority areas of cooperation with the United States:
- Geopolitical and security policy cooperation
- Support for institutional and anti-corruption reforms in Ukraine
- Cooperation in the field of economic development and international financial assistance
- Humanitarian cooperation

In the end of 2015 the MEMORANDUM OF UNDERSTANDING between the Parliamentary Group of the Verkhovna Rada of Ukraine on Inter-Parliamentary Relations with the United States, the All-Ukrainian NGO “Ukrainian Strategy” and the National Democratic Institute was signed.
The U.S. Caucus of the Parliament of Ukraine, Ukrainian Strategy and National Democratic Institute agree to work together towards the following goals:
● To jointly define priorities and develop a strategic action plan for the U.S. Caucus of the Parliament of Ukraine for the period 2016 – 2017;
● To support inter-parliamentary cooperation between Members of the House of Representatives, Senators of the US Congress and Members of the Verkhovna Rada of Ukraine in various ways, such as:
- organizing joint conferences, consultations, and other activities
- exchanging experience
- exchanging information about the activities of both parliaments and other governmental bodies
a) Study and information visits
NDI will liaise with the U.S. Caucus of the Parliament of Ukraine and Ukrainian Strategy to organize study and information visits to the United States of America. The U.S. Caucus ofthe Parliament of Ukraine will ensure the participation of its members in study and information visits to the United States of America.
b) Expert consultations
NDI will share its expertise and international best practices with the U.S. Caucus of the Parliament of Ukraine and Ukrainian Strategy in regard to inter-parliamentary cooperation and other topics relevant to these activities. The U.S. Caucus of the Parliament of Ukraine will initiate consultations on the development of the strategic action plan of the U.S. Caucus of the Parliament of Ukraine or any other consultations with NDI and Ukrainian Strategy experts to support the reform process in Ukraine. NDI may also provide international experts for specific activities.
c) Public events
NDI may cooperate with the U.S. Caucus of the Parliament of Ukraine and Ukrainian Strategy to support or co-host a number of events.
The format would be subject to agreement by all parties, but could include high level national conferences either in Ukraine or the United States of America.
NDI is a nonprofit, nonpartisan, nongovernmental organization that has supported democratic institutions and practices in every region of the world for more than three decades. Since its opening in 1993 in Ukraine, NDI and its local partners have worked to establish and strengthen political and civic organizations, safeguard elections, and promote citizen participation, openness and accountability in government. NDI has provided technical assistance to the Equal Opportunities Caucus since its formation in the Verkhovna Rada of Ukraine in 2011. NDI also provides technical support on constituency relations and open governance and conducts other activities for parliamentarians that are relevant to the reform process. The Committee on Foreign Affairs of Verkhovna Rada of Ukraine is NDI’s beneficiary committee. In addition, NDI is an implementing partner of the House Democracy Partnership (HDP) and in that capacity organizes incoming and outgoing delegations between the US Congress and the Verkhovna Rada in Ukraine for legislators and their staff. Within NDIs own program, the Institute also arranges study missions for Ukrainian parliamentarians to the USA and other countries from time to time.
